TERMS AND CONDITIONS
- INTRODUCTION
- Scope
The following Ticketing Terms and Conditions for the Final Tournament of the 2021/2023 UEFA European Under-21 Championship (the “Terms and Conditions”) are designed to ensure a fair, correct and efficient process for the purchase, distribution and use of Tickets to the Final Tournament of the 2021/2023 UEFA European Under-21 Championship for the Matches held in Georgia. The purchase, distribution and use of such Tickets are subject to the following Terms and Conditions and any other applicable laws or regulations (as defined below under “Applicable Laws” and “Regulations”) pertaining to access and usage of the Stadium(s) (as defined below).
- Definitions
Accessibility Ticket | one of the types of Ticket offered for sale, being either an Easy-Access Seating Ticket or a Wheelchair Ticket for the Match(es). | ||
Applicable Laws | all laws, statutes, common law, regulations, ordinances, codes, rules, guidelines, orders, permits, tariffs and approvals, including those relating to the environment, health and safety or sanitary measures in the context of COVID-19, of any governmental or local authority that apply to the Buyer, Ticket Holder and/or Guest, or the subject matter of these Terms and Conditions. | ||
Buyer | any natural person over 18 years of age with legal capacity to apply and enter into an agreement for the purchase of Tickets to the Tournament in accordance with these Terms and Conditions and the terms and conditions of the Ticket Agent. | ||
Companion Ticket | a complimentary general public Ticket issued with an Accessibility Ticket pursuant to Article 3.6 for the use of the personal companion/assistant accompanying a disabled Ticket Holder. | ||
Easy-Access Seating Ticket | a Ticket for disabled people who do not use a wheelchair but require seating with easy access that is close to accessible amenities in the Stadium. | ||
Guest | an individual nominated by the Buyer to whom Tickets may be transferred in accordance with these Terms and Conditions. | ||
Host Association(s) | the following national football associations which are responsible for the organisation and staging of the Matches occurring in their Host Territory: a) Georgian Football Federation, with its registered address 76a Chavchavadze Ave. 0179 Tbilisi, Georgia (“GFF”); and b) Romanian Football Federation, with its registered office at Strada Vasile Şerbănică 12, Sector 2, Bucureşti, România. For the avoidance of doubt, the Host Associations are deemed to be the “organiser” of the Matches and the Tournament under the applicable law. | ||
Host Territory(ies) | Georgia and Romania | ||
Match(es) | any official match played as part of the Tournament. | ||
Online Ticket Sales Platform | the Ticket Agent’s website at TKT.GE | ||
Purchase Price | the total purchase price for the Ticket(s) selected by the Buyer including VAT. | ||
Refund Policy | the refund policy as applicable from time to time which is available for review on the GFF’s and Ticket Agent’s website at www.gff.ge/under21 and www.tkt.ge | ||
Regulations | means, without limitation, the terms of the following: | ||
– Stadium Rules; and/or | |||
– UEFA and the Host Association’s statutes and regulations applicable for the Tournament. | |||
Stadium | the entire premises of the relevant stadium at which the relevant Match is played and any other areas which require a Ticket (or other access device, if applicable) to gain access. | ||
Stadium Owner | the owner of the relevant Stadium and any operator or lessee of such Stadium. | ||
Stadium Rules | the Stadium Rules as applicable to the Match which can be accessed at: | ||
Ticket | the paper or electronic/mobile ticket held by the Ticket Holder which (subject to these Terms and Conditions) grants the Ticket Holder the right to attend the relevant Match and occupy a seat at the relevant Stadium as indicated on each such Ticket. | ||
Ticket Agent | LLC ” Online Tickets” with its registered office at 3 Abashidze Str., Tbilisi, Georgia and VAT number 405097915 which has been appointed by the Ticket Seller to sell the Tickets on its behalf. | ||
Ticket Holder | any person who is in actual and legitimate possession of a Ticket including, without limitation, successful Buyers and their Guests (as the case may be). | ||
Ticket Seller | the GFF who are the seller of the Tickets for the Matches taking place in their Host Territory. | ||
Tournament | the Final Tournament of the 2021/2023 UEFA European Under-21 Championship to be held from 21 June 2023 to 8 July 2023, or on such other date(s) as notified by UEFA. | ||
UEFA | Union des associations européennes de football whose offices are located at Route de Genève 46, 1260 Nyon 2, Switzerland. | ||
UEFA Events SA | UEFA Events SA of Route de Genève 46, 1260 Nyon 2, Switzerland, a wholly owned subsidiary of UEFA. | ||
UEFA Parties | UEFA and UEFA Events SA. For the avoidance of doubt, UEFA Parties are not the seller of Tickets to the Tournament; the seller of Tickets is the Ticket Seller (as defined above). | ||
Wheelchair Ticket | a Ticket for a disabled person using a wheelchair within a designated wheelchair space at the Stadium. | ||
- SALE OF TICKETS
- General Purchase Rules
- For the purposes of these Terms and Conditions, the Ticket Seller is the seller of the Tickets and the Host Associations are the organiser of the Tournament and responsible for its staging.UEFA is the owner of the commercial rights in respect of the Tournament.
- Subject to availability, Buyers may purchase Ticket(s) from the Ticket Agent in the following ways and in accordance with the purchase rules and requirements communicated to the Buyer by the GFF:
- via the Online Ticket Sales Platform, which will be open from 13 March, 2023 until such time(s) as specified on the Online Ticket Sales Platform;
- if applicable, from the ticket offices located at the Stadiums. For the avoidance of doubt, UEFA Parties, the GFF and the Ticket Agent give no warranty that ticket offices at the Stadiums will offer the opportunity for Tickets to be purchased.
- When purchasing a Ticket the Buyer acknowledges that they have read, understood and agree to comply with these Terms and Conditions and the terms and conditions of the Ticket Agent available at https://tkt.ge/terms-conditions?culture=en. Accessibility Tickets will be delivered to a successful Buyer with a complimentary Companion Ticket.
- During the Ticket purchase process (whether such Tickets are being purchased on the Online Ticket Sales Platform or via another authorised purchase method), the Buyer shall be required to provide their family name, given name, email address phone number. The Buyer shall provide the data of their Guest(s) upon request by the GFF.
- Tickets will be available in such price categories, in such packages, at such prices and in such locations as identified on the Online Ticket Sales Platform or as otherwise notified to the Buyer during the purchase process (whether online or at the physical ticket sales points). The seat map indicating the respective price categories will be displayed on the Online Ticket Sales Platform. UEFA Parties, GFF and the Ticket Agent give no warranty that the Buyer will have the opportunity to purchase Tickets in any particular Ticket category or at all.
- A limited number of Accessibility Tickets (being either an Easy-Access Seating Ticket or a Wheelchair Ticket) will be available for purchase for the Tournament in accordance with the instructions of the Ticket Seller as notified to Buyers onhttps://gff.ge/under21/general-info/.
- Accessibility Tickets will be delivered to a successful Buyer with a complimentary Companion Ticket.
- Accessibility Tickets can be located in various areas of the Stadium, depending on its layout.
- A Buyer who requests Accessibility Tickets will be required to provide a valid official document confirming their disability in accordance with the instructions and further requirements of the Ticket Seller.
- Each Buyer can purchase a maximum of 4 Tickets per Match. Purchases which exceed [6] Tickets per Match are not permitted and will be rejected or cancelled.
- Payment
- Payment for the Ticket(s) can be made by such methods indicated to the Buyer by the Ticket Agent.
- Offer Acceptance
- The agreement between the Ticket Seller and the relevant Buyer for the purchase of the Ticket(s) will be concluded (under these Terms and Conditions and the terms and conditions of the Ticket Agent only after successful payment for the Ticket(s) in accordance with Article 4.
- Distribution of Tickets
- Tickets will be distributed to the Buyers in the following ways:
- by virtue of “Print@home” e-tickets. A duly printed hard copy of the e-ticket or presentation of such e-ticket on a mobile device must be physically presented by each Ticket Holder at the Stadium. Where the Buyer has been notified that the Ticket(s) will be remitted via “Print@home” e-tickets, it is the responsibility of the Buyer to print such e-tickets or show such e-tickets on a mobile device at the Stadium. UEFA, Georgian Football Federation and TKT.GE shall be under no obligation to print such e-ticket(s) for the Buyer and/or Ticket Holder or to provide any alternative paper Ticket(s); or
- immediately, if purchased in the physical ticket offices indicated in Article 2.b;
- Defective Print@home e-tickets Ticket(s) such as for example, with illegible printing or missing any part of the printed area of the Ticket, will be rejected at the entrance to the Stadium. UEFA Parties, the GFF and the Ticket Agent shall not be responsible for defective, lost or stolen Ticket(s) and will accept no obligation to reprint or refund any such Ticket(s).
- Defective Ticket(s) such as, for example, Tickets with illegible data or missing seat information, or Ticket(s) damaged during the delivery to the Buyer, shall be notified to the Ticket Agent within three (3) days of the receipt of the Tickets (save for where such Ticket(s) have been immediately distributed to the Buyer, in which case the Buyer must immediately notify the Ticket Agent). Defective Ticket(s) will be replaced free of charge provided that the original defective Ticket(s) are returned/remitted to the Ticket Agent in their original condition. UEFA Parties, the GFF and the Ticket Agent shall not be responsible for lost, stolen, damaged or destroyed Ticket(s) after their delivery to the successful Buyer. In particular UEFA Parties, the GFF and the Ticket Agent shall not be liable to refund any Ticket(s) or to re-print Ticket(s).
- Tickets shall remain the property of UEFA at all times.
- Tickets will be distributed to the Buyers in the following ways:
- USE OF TICKETS
- Prohibited Use of the Ticket(s)
- Except as expressly permitted in Article 2, any resale, transfer of Ticket(s), offer or advertisement of Ticket(s) for resale or transfer, whether for free or for consideration, is strictly prohibited.
- The Buyer shall be permitted to transfer Tickets to their Guest(s) provided that (jointly):
- the Tickets are for their personal use;
- such permitted transfer is free of any extra consideration over and above the face value of the Ticket; and
- Guests, by accepting the transfer of Tickets from the Buyer, agree to be subject to these Terms and Conditions.
- In the event that a Ticket Holder (which, for the avoidance of doubt, includes the Buyer and any Guest(s)) is unable to attend the Match, the Buyer shall not be entitled to a refund in respect of such Ticket but shall be entitled to transfer such Ticket to a friend or family member (who shall in turn become the Guest for the purposes of these Terms and Conditions), provided that such transfer is carried out in compliance with, and subject to, Articles 7.1 and 7.2 and that the personal details of such individual are, if requested by the GFF, provided in accordance with the procedure notified to the Buyer by the GFF.
- The Ticket(s) shall not be:
- used for any promotion, advertising, fundraising, auction, raffle or any other similar commercial or non-commercial purposes;
- used as a prize (or part of a prize) in any contest, competition, (promotional) game of chance, lottery or sweepstake;
- combined with and sold as part of any package of goods or services; or
- combined with and sold as part of any travel or hospitality package (for example combining flights, hotels and the Ticket(s)).
- Ticket Holders shall not:
- run any advertisements or promotions relating to UEFA Parties, the Match(es) or the Tournament;
- advertise, promote, give away, distribute, sell or offer for sale any product or service from any part of the Stadium or via the display of overt commercial messages on clothing worn or items brought into the Stadium; or
- exploit any marketing or promotional opportunities in relation to the Ticket(s).
- Prohibited Use of the Ticket(s)
- General Purchase Rules
For the avoidance of doubt, no branding, which may be aimed at promotional or marketing purposes whatsoever, may be displayed by any Ticket Holder at the Stadium.
- Ticket(s) acquired or used in breach of Article 7 and/or Article 12 of these Terms and Conditions shall be void and any person seeking to use such Ticket(s) will be deemed a trespasser and will be refused entry or be evicted from the Stadium with no right to a refund, and may be liable to further legal action. Any unauthorised sale or transfer of the Ticket(s) may be reported to the police.
- Any breach of these Terms and Conditions, any Applicable Laws and/or of any Regulations shall entitle UEFA Parties and/or the GFF to cancel and invalidate the Ticket and any other Tickets that have been purchased by the Buyer for the same or any other Match in Georgia with no right to a refund.
- Entrance to the Stadium
- Access to the Stadium will be permitted during such hours as published on the UEFA website at uefa.com/U21tickets.
- Entrance to the Stadium shall be:
- subject to compliance with:
- these Terms and Conditions;
- the Stadium Rules;
- subject to compliance with:
- any sanitary measures or policies in place;
- all Applicable Laws (whether statutory or otherwise and including health and safety requirements and any sanitary measures in the context of COVID-19) governing access or presence at the Stadium, attendance at the Match, use of the Tickets, general safety certificate and any special safety certificate applying to the Stadium, issued by any authority that has jurisdiction or authority in relation to the holding of the Match at the Stadium; and
- authorised upon presentation of a valid Ticket per person (regardless of age) and, upon request, proof of identity with valid photograph and signature (passport or national identity card).
- Ticket Holders leaving the Stadium will not be re-admitted.
- Conduct at the Stadium
- For safety and security purposes, all persons attending the Match, if and when so requested by stewards, safety personnel and/or any other legally authorised persons representing the organiser of the Match, shall:
- produce a valid Ticket together with proof of identity with valid photograph and signature (passport or national identity card);
- submit to inspections, body checks and examinations – including through the use of technical aids – to ensure that they are not in possession of dangerous, prohibited or unauthorised items. Safety personnel, stewards or police shall be entitled to search any person’s clothing and their belongings; and
- comply with all instructions and guidelines issued by safety personnel, stewards and/or police and/or any other duly authorised persons at the Stadium;
- comply with all sanitary measures and policies in place at the Stadium and follow any and all instructions from safety personnel, stewards and/or police and/or any other duly authorized persons at the Stadium in relation to sanitary and hygiene measures; and
- be subject to additional safety controls inside the Stadium, as the case may arise.
- It shall be strictly forbidden inside the Stadium to express, to disseminate of any insulting, racist, xenophobic, sexist (relating to either men or women), religious, political or other illegal/prohibited messages, particularly discriminatory propaganda messages or being in possession of such material.
- The Stadium Rules contain detailed lists of prohibited items and conduct and each Ticket Holder shall fully comply with any restrictions contained therein. Abbreviated versions of these Terms and Conditions and/or the Stadium Rules, or simple icons illustrating prohibited items or conduct, may also be included on the Ticket and must be fully complied with by the Ticket Holder.
- Without limitation, it is strictly forbidden to do any of the following inside the Stadium:
- occupy or access areas which are closed to the public or for which access is unauthorised in accordance with the relevant Ticket category held by the Ticket Holder;
- restrict or loiter in areas open to traffic, footpaths and roadways, entrances and exits to visitor areas and emergency exits; and/or
- engage in any other conduct which may endanger any person at the Stadium.
- Fans supporting the teams participating in the Match may not be segregated at the Stadium and each Ticket Holder will be required to behave responsibly and in line with the safety and security guidelines communicated by UEFA Parties, the GFF and/or the Stadium Owner.
- For safety and security purposes, all persons attending the Match, if and when so requested by stewards, safety personnel and/or any other legally authorised persons representing the organiser of the Match, shall:
- Sound and Image Recordings
- Ticket Holders attending the Match at the Stadium acknowledge being informed that they may be photographed, filmed or taped by UEFA Parties, the GFF and/or the Stadium Owner, and/or any third parties appointed thereby, which shall have the right, in perpetuity or for the maximum term permitted under the Applicable Laws of the Host Territory, to reasonably use, broadcast, publish and license, without any requirement for payment of money or other form of consideration, the Ticket Holder’s voice, image and likeness by means of live or recorded video and/or audio display, broadcast or other transmission or recording, photographs or any other current and/or future media technologies.
- Ticket Holders shall not collect, take, record and/or transmit any sound, image and/or description of the Stadium or the Match (as well as any result and/or statistics of the Match) other than for their exclusive, private and domestic use (which, for the avoidance of doubt and by way of example only, shall not include recording and/or transmitting any sound, image and/or description of the Stadium for any commercial purposes). It is strictly forbidden to disseminate over the Internet, radio, television or any other current and/or future media, any sound, picture, image, data, description, result and/or statistics of the Match in whole or in part, or to assist any other person(s) conducting such activities. Copyright, database rights and any other intellectual property rights in any unauthorised recording or transmission under this clause is assigned (by way of present assignment of future rights) to UEFA. Ticket Holder’s further agree (if and whenever required to do so by UEFA Parties) to promptly execute all instruments and do all things necessary to vest the right, title and interest in such rights to UEFA absolutely and free of all encumbrances and other charges.
- MISCELLANEOUS
- Liability
- In the event that UEFA Parties, the GFF and/or the Stadium Owner is in breach of their obligations (under these Terms and Conditions or otherwise), UEFA Parties, the GFF and/or the Stadium Owner shall only be responsible for such loss or damage suffered by the Ticket Holder which was reasonably foreseeable as a result of the breach. UEFA Parties, the GFF and/or the Stadium Owner shall not be responsible for any loss or damage that is not reasonably foreseeable or contemplated at the time the Buyer entered into a contract pursuant to these Terms and Conditions.
- Notwithstanding Article 1 and subject to Article 11.5, UEFA Parties, the GFF and/or the Stadium Owner is not liable for any business losses and UEFA Parties, the GFF and/or the Stadium Owner will have no liability to any Ticket Holder for any loss of profit, loss of business, business interruption, or loss of business opportunity.
- Subject to Article 11.5, in any event, to the maximum extent permitted by law, UEFA Parties, the GFF and/or the Stadium Owner hereby exclude any liability for loss, damage or injury to a Ticket Holder and/or their property, including (but not limited to) any indirect or consequential loss or damage, including (but not limited to) loss of enjoyment or travel or accommodation costs, regardless of whether the loss or damage: (a) would arise in the ordinary course of events; (b) is reasonably foreseeable; or (c) is in the contemplation of the parties, or otherwise.
- Subject to Article 11.5, UEFA Parties, the GFF and/or the Stadium Owner shall not be responsible for any interruptions and/or restrictions to the view of the Match caused by virtue of (i) the position of the seat and/or (ii) the actions of other spectators.
- Notwithstanding any provision in these Terms and Conditions, UEFA Parties, the GFF and/or the Stadium Owner does not seek to exclude or limit their liability: (a) for fraud or fraudulent misrepresentation; (b) for death or personal injury caused by UEFA Parties’, the GFF’s and/or the Stadium Owner’s negligence or the negligence of any of their officers, employees or agents; or (c) for any other matter for which it is not possible to exclude or limit liability by law.
- Nothing stated or implied in these Terms and Conditions will affect the Ticket Holder’s statutory rights.
- Unauthorised Spectators
- Ticket Holders are permitted to attend the relevant Match provided that:
- they are not an Excluded Person;
- the Ticket has been obtained in accordance with these Terms and Conditions;
- they comply with any and all entry requirements and/or acknowledgements (including any epidemiological acknowledgements, if required) in the context of COVID-19, as notified to them by UEFA Parties, the GFF and/or the Ticket Agent.
- where required, they have obtained a valid VISA from the relevant Host Territory; and
- where the Ticket Holder travels to the relevant Host Territory, they have complied with any requirements which are in place regarding entry into such Host Territory (including but not limited to any travel and entry requirements imposed under Applicable Laws and/or otherwise in the context of COVID-19)
- Ticket Holders are permitted to attend the relevant Match provided that:
- Liability
For the avoidance of doubt, UEFA Parties, the GFF, the Ticket Agent and/or the relevant Stadium Owner shall not be liable for any loss or damage suffered by a Ticket Holder should they fail to comply with the provisions of this Article 12.1 and/or, where required, fail to obtain the necessary documents.
- For the purpose of this Article 12, “Excluded Person” means:
- any person banned by the GFF from membership of the fan club for the national football team (or banned from any equivalent official supporters club by a football governing body in any jurisdiction in the World);
- any person subject to an administrative or judicial football ban under the Laws of the relevant Host Territory;
- any person banned by UEFA, FIFA, any football governing body or otherwise, from travelling to or attending an association football match;
- any person banned by UEFA, the GFF and/or the Stadium Owner from attending events at the Stadium;
- who is deemed by the participating teams in the Match to be a person to whom Tickets should not be allocated (including, but not limited to, persons who have been issued with a stadium ban by the respective participating teams); and
- any person who has breached or is in breach of these Terms and Conditions.
- Privacy
- By purchasing Tickets, whether on the Online Ticket Sales Platform or via another purchase method, the Buyer:
- acknowledges and agrees that the personal data provided during the Ticket purchase process and the personal data of their Guest(s) submitted pursuant to these Terms and Conditions and the terms and conditions of the Ticket Agent will be entered into a database owned by the relevant Host Association for the purposes of the organisation and running of the Tournament and/or Match (in particular in connection with the Ticket sales and/or any relevant safety and security measures), and
- warrants that they have obtained the consent of their Guest(s) for the processing of their data for the purposes specified in point a. above.
- The Buyer acknowledges that the GFF may transfer the Buyer’s personal data and the personal information of their Guest(s) to UEFA Parties, the Ticket Agent and/or the Stadium Owner (and their agents), for the purposes set out above.
- Personal data provided by the Buyer during the Ticket purchase process is stored and processed in accordance with the Ticket Agent’s privacy policies. These policies can be found at https://tkt.ge/terms-conditions?culture=en.
- By providing their personal information during the Ticket purchase process, each Buyer acknowledges and agrees, and shall ensure that their Guest(s) acknowledges and agrees, that they have understood, accepted, and will comply with this Article 13.
- By purchasing Tickets, whether on the Online Ticket Sales Platform or via another purchase method, the Buyer:
- Unforeseen Circumstances
- UEFA, the GFF and/or the Stadium Owner reserve the right to make alterations to the time, date and location of any Match and/or the Tournament due to unforeseen extraordinary circumstances: force majeure, safety and/or security reasons or other decisions (including in the context of COVID-19) made by any competent authority which have a major impact on any Match and/or the Tournament being played at the Stadium.
- In the event of cancellation, abandonment, postponement or replaying of any Match and/or the Tournament, or in the event of a change of venue, reduction of Stadium capacity or the playing of the relevant Match behind closed doors, the Buyer will be bound by the refund policy adopted by the Ticket Seller.
- Subject to the foregoing and Article 11, UEFA Parties, the GFF and/or the Stadium Owner will not have any liability to the Ticket Holder on account of any such cancellation, abandonment, postponement, replay, reduction of Stadium capacity, change of venue, the playing of the Match behind closed doors or other failure or deficiency in the conduct of any Match and/or the Tournament.
- Severability and Amendment
- In case of any change to the Terms and Conditions (if necessary to ensure proper and safe staging of the Tournament), the Ticket Agent will notify Buyers of any material changes and Buyers will have the choice to consent to such material changes or to withdraw their application or withdraw from the agreement concluded with the Ticket Seller.
- Should any provisions of the Terms and Conditions be declared void, ineffective, illegal or unenforceable by any competent court, regulator or authority:
- the remainder of the Terms and Conditions shall remain in effect as if such void, ineffective, illegal or unenforceable provision(s) had not been included; and
- where required and/or permitted under Applicable Laws, the invalid provision shall be replaced with a provision, which closely approximates the economic purpose of such invalid provision.
- Authentic Text
- Terms and Conditions have been drafted in the English language and translated into Georgian Language. In the event of any discrepancy between the English and the translated version, the English version shall prevail.
- General
- The Buyer consents to these Terms and Conditions on behalf of themselves and on behalf of their Guest (i.e. the Buyer shall ensure that their Guest understands, agrees with and will conform to the Terms and Conditions). If the Guest is under the age of 18 each Buyer confirms that they have received proper consent to these Terms and Conditions from the Guest(s)’s appropriate parent or guardian under the Applicable Laws of the relevant Host Territory.
- These Terms and Conditions and the terms and conditions of the Ticket Agent constitute the entire agreement between the parties and no party shall have any claim or remedy in respect of any statement, representation, warranty or undertaking, made by or on behalf of any other party in relation to these Terms and Conditions or the terms and conditions of the Ticket Agent which is not already set out in these Terms and Conditions or the terms and conditions of the Ticket Agent. In the event of any conflict between these Terms and Conditions and the terms and conditions of the Ticket Agent, these Terms and Conditions shall prevail.
- Save where precluded under any Applicable Laws, the laws of Georgia govern these Terms and Conditions. The parties agree that, save where precluded under any Applicable Laws, the courts of Georgia shall have exclusive jurisdiction, save that if the successful Buyer deemed to be a consumer for the purposes of any Applicable Laws, any proceedings arising out of or in respect of these Terms and Conditions can be brought in the courts of the place of residence of the domicile of such successful Buyer.

The following Group Sales Ticketing Terms and Conditions for the Final Tournament of the 2021/2023 UEFA European Under-21 Championship (the “Terms and Conditions”) are designed to ensure a fair, correct and efficient process for distribution and use of Tickets to the Final Tournament of the 2021/2023 UEFA European Under-21 Championship purchased in the UEFA Group Sales. The distribution and use of such Tickets are subject to the following Terms and Conditions and any other applicable laws or regulations (as defined below under “Regulations”) pertaining to access and usage of the Stadium (as defined below).
- Definitions
Applicable Laws | all laws, statutes, common law, regulations, ordinances, codes, rules, guidelines, orders, permits, tariffs and approvals, including those relating to the environment, health and safety or sanitary measures (including any issued in the context of COVID-19), of any governmental or local authority that apply to the Applicant, Successful Applicant and/or Ticket Holder, or the subject matter of these Terms and Conditions. |
Applicant | the individual or entity applying for Tickets to the Tournament in accordance with these Terms and Conditions. |
Host Association(s) | the following national football associations which are responsible for the organisation and staging of the Matches occurring in their Host Territory: a) Georgian Football Federation, with its registered office at 76a Ilia Chavchavadze Avenue, TbilisiGeorgia (“GFF”); and b) Romanian Football Federation, with its registered office at Strada Vasile Şerbănică 12, Sector 2, Bucureşti, România. For the avoidance of doubt, the Host Associations are deemed to be the “organiser” of the Matches and the Tournament under the applicable law. |
Host Territory(ies) | Georgia and Romania. |
Match(es) | any official match played as part of the Tournament. |
Notification | the email notification of acceptance by the Ticket Seller and/or UEFA Parties of the Applicant’s offer to purchase and/or be allocated Tickets, with confirmation of the allocation of such Ticket(s) indicated as in the Notification, as sent by the Ticket Seller and/or UEFA Parties (on behalf of the Ticket Seller) to the email address provided by the Applicant in the Request. |
Purchase Price | the total purchase price for the Ticket(s) selected by the Applicant, inclusive of the shipping/delivery fee (if applicable) and all relevant taxes. |
Refund Policy | the refund policy as applicable from time to time which is available for review on the GFF’s and Ticket Agent’s website at www.gff.ge/under21 and www.tkt.ge. |
Regulations | means, without limitation, the terms of the following: |
– Stadium Rules; and/or | |
– UEFA and the Host Association’s statutes and regulations applicable for the Tournament and/or Match. | |
Request | the request by the Applicant, in the format required by the Ticket Seller and/or UEFA Parties, for Ticket(s). |
Stadium | the entire premises of the relevant Stadium at which the relevant Match is played and any other areas which require a Ticket (or other access device, if applicable) to gain access. |
Stadium Owner | the owner of the relevant Stadium and any operator or lessee of such Stadium. |
Stadium Rules | the Stadium Rules as applicable to the Match which can be accessed at: https://gff.ge/under21/en/terms-and-conditions/ |
Successful Applicant | any Applicant whose Request has been accepted by the Ticket Seller. |
Ticket(s) | the paper or electronic ticket held by the Ticket Holder which (subject to these Terms and Conditions) grants the Ticket Holder the right to attend the relevant Match and occupy a seat at the relevant Stadium as indicated on each such Ticket. |
Ticket Agent | LLC “Online Tickets” with its registered office at 3 Abashidze Str., Tbilisi, Georgia and VAT number 405097915 which has been appointed by the Ticket Seller to sell the Tickets on its behalf. |
Ticket Holder | any person who is in actual and legitimate possession of a Ticket from the relevant Successful Applicant’s allocation. |
Ticket Seller | the GFF who are the seller of the Tickets for the Matches taking place in their Host Territory. |
Tournament | the Final Tournament of the 2021/2023 UEFA European Under-21 Championship to be held from 21 June 2023 to 8July 2023, or on such other date(s) as notified by UEFA. |
UEFA | Union des associations européennes de football whose offices are located at Route de Genève 46, 1260 Nyon 2, Switzerland. |
UEFA Events SA | UEFA Events SA of Route de Genève 46, 1260 Nyon 2, Switzerland, a wholly owned subsidiary of UEFA. |
UEFA Parties | UEFA and UEFA Events SA. For the avoidance of doubt, UEFA Parties are not the seller of Tickets to the Tournament; the seller of Tickets is the Ticket Seller (as defined above). |
- ALLOCATION OF TICKETS
- General Rules
- For the purposes of these Terms and Conditions, the Ticket Seller is the seller of the Tickets and the Host Associations are the organiser of the Tournament and responsible for its staging. UEFA is the owner of the commercial rights in respect of the Tournament.
- Applicants may apply for the Ticket(s) in accordance with the instructions of UEFA Parties and/or the Ticket Seller and within the application deadlines communicated to the Applicants.
- Tickets will be available in such categories and at such prices as notified to the Applicant by UEFA Parties and/or the Ticket Seller.
- Payment
- Payment for the Ticket(s) can be made by such methods indicated to the Applicant by the Ticket Seller.
- The Applicant’s bank will apply its own currency exchange rates (if applicable) and may levy additional fees or charges for payment of the Ticket(s). Applicants shall contact their respective payment bank before submitting a request for Tickets in order to enquire about their payment bank’s exchange rates, charges or fees. UEFA Parties and the Ticket Seller shall not be responsible for any such exchange rates, fees or charges levied by Applicant’s payment bank in respect of payment for the Ticket(s).
- Offer Acceptance
- The agreement between the Ticket Seller and the Successful Applicant for the purchase of the Ticket(s) will be concluded (under these Terms and Conditions) only after the:
- if applicable, successful processing of the payment for the Ticket(s) indicated in the Request, in accordance with Article 4; and
- acceptance of the Applicant’s offer by the Ticket Seller by way of submission of the Notification to the Applicant.
- Successful Applicants are requested to review their Notification for any inaccuracies, in particular with regards to their Ticket(s) quantity, price, and category. Any inaccuracies must be immediately notified to the Ticket Seller and/or UEFA Parties.
- The agreement between the Ticket Seller and the Successful Applicant for the purchase of the Ticket(s) will be concluded (under these Terms and Conditions) only after the:
- Allocation of Tickets by the Applicant
- Each Ticket (including the relevant seating information of block, row and seat number) must be linked to an individual Ticket Holder. Ticket Holders shall provide their personal data to the Successful Applicant, who shall subsequently transfer the first name(s), surname, email address, Passport / ID number of each Ticket Holder to the GFF upon request by the GFF and/or UEFA Parties. The Successful Applicant shall ensure that all such personal data is correct and available and provided in accordance with the instructions of UEFA Parties, the GFF and/or the relevant authorities for matters related to safety and security at the Match.
- The Successful Applicant shall ensure that the collection, processing and transfer of the Ticket Holder’s data pursuant to Article 1 is carried out in compliance with the Successful Applicant’s applicable laws, including in relation to obtaining any required consents from the Ticket Holders.
- The Successful Applicant shall ensure that the Ticket Holders comply with these Terms and Conditions. Tickets will be distributed to the Ticket Holders in accordance with the rules established and communicated to the Ticket Holders by the Successful Applicant. UEFA Parties, GFF and/or the Ticket Agent shall not be liable for any problems arising from or damages sustained as a result of the distribution process implemented by the Successful Applicant. Any information requests regarding the distribution of Tickets should be addressed directly to the Successful Applicant.
- The Successful Applicant shall assume the risk of any Ticket loss, damage or late delivery, unless UEFA Parties, the GFF and/or the Ticket Agent can be proven to have acted with gross negligence or be at fault. Any Ticket loss shall be notified to UEFA Parties and the GFF without delay. UEFA Parties and the GFF shall be entitled to disable the relevant Tickets immediately following receipt of such notification.
- Tickets shall remain the property of UEFA at all times.
- Distribution of Tickets
- Tickets will be distributed to the Successful Applicants in one of the following ways, with such method to be determined at the GFF’s sole discretion:
- by virtue of “print@home” e-tickets (which shall be the default distribution method). Where Tickets are remitted in this manner, a duly printed hard copy of the e-ticket or presentation of such e-ticket on a mobile device must be physically presented by each Ticket Holder at the Stadium. It is the responsibility of the Ticket Holder to print such e-tickets or show such e-tickets on a mobile device at the Stadium and UEFA Parties, the GFF and the Ticket Agent shall be under no obligation to print such e-tickets for the Successful Applicant and/or Ticket Holder or to provide any alternative paper Ticket(s);
- by personal pick-up by the Successful Applicant’s representative (the details of whom must be notified to UEFA Parties and/or the GFF in advance). Where personal pick-up is applicable, UEFA Parties and/or the GFF will notify the respective Successful Applicant by email, providing the exact details of the Ticket collection point (which shall be at such location as notified to the Successful Applicant by UEFA Parties and/or the GFF). In order to collect such Tickets, the Successful Applicant’s representative must present a valid identification document (passport or national identity card) for themselves.
- Defective “e-tickets” Ticket(s) such as for example, with illegible printing or missing any part of the printed area of the Ticket, will be rejected at the entrance to the Stadium. UEFA Parties, the GFF, the Ticket Agent and the Stadium Owner shall not be responsible for defective, lost or stolen Ticket(s) and will accept no obligation to reprint or refund any such Ticket(s).
- Defective paper Ticket(s) such as, for example, Tickets with illegible data or missing seat information, or Ticket(s) damaged during the delivery to the Successful Applicant, shall be notified to the GFF within three (3) days of the receipt of the Tickets (save for where such Ticket(s) have been immediately distributed to the Successful Applicant, in which case the Successful Applicant must immediately notify the GFF). Defective Ticket(s) will be replaced free of charge provided that the original defective Ticket(s) are returned/remitted to the GFF in their original condition. UEFA Parties, the GFF, the Ticket Agent and the Stadium Owner shall not be responsible for lost, stolen, damaged or destroyed Ticket(s) after their delivery to the Successful Applicant. In particular UEFA Parties, the GFF, the Ticket Agent and the Stadium Owner shall not be liable to refund any Ticket(s) or to re-print Ticket(s).
- Tickets will be distributed to the Successful Applicants in one of the following ways, with such method to be determined at the GFF’s sole discretion:
- USE OF TICKETS
- Prohibited Use of the Ticket(s)
- Tickets from the Successful Applicant’s allocation are for the personal use of the Ticket Holder to whom such Ticket has been allocated by the Successful Applicant. Any resale or transfer or offer for resale or transfer of the Ticket(s) is strictly prohibited without the prior written approval of UEFA Parties and/or the GFF (to be given at UEFA Parties’ and/or the GFF’s sole discretion).
- Unless authorised in writing by UEFA Parties, the Ticket(s) shall not be:
- used for any promotion, advertising, fundraising, auction, raffle or any other similar commercial or non-commercial purposes;
- used as a prize (or part of a prize) in any contest, competition, (promotional) game of chance, lottery or sweepstake;
- combined with and sold as part of any package of goods or services; or
- combined with and sold as part of any travel or hospitality package (for example combining flights, hotels and the Ticket(s)).
- Ticket Holders shall not:
- run any advertisements or promotions relating to UEFA Parties, the Tournament or the Matches;
- advertise, promote, give away, distribute, sell or offer for sale any product or service from any part of the Stadium or via the display of overt commercial messages on clothing worn or items brought into the Stadium; or
- exploit any marketing or promotional opportunities in relation to the Ticket(s).
- Prohibited Use of the Ticket(s)
- General Rules
For the avoidance of doubt, no branding, which may be aimed at promotional or marketing purposes whatsoever, may be displayed by any Ticket Holder at the Stadium.
- Ticket(s) acquired or used in breach of Article 8 and/or Article 13 of these Terms and Conditions shall be void and any person seeking to use such Ticket(s) will be deemed a trespasser and will be refused entry or be evicted from the Stadium with no right to a refund, and may be liable to further legal action. Any unauthorised sale or transfer of the Ticket(s) may be reported to the police.
- Any breach of these Terms and Conditions, any Applicable Laws and/or of any Regulations shall entitle UEFA Parties and/or the GFF to cancel and invalidate the Ticket and any other Tickets that have been purchased by and/or allocated to the Successful Applicant for the same or any other Match with no right to a refund.
- Entrance to the Stadium
- Access to the Stadium will be permitted during such hours as notified to the Ticket Holder by the Successful Applicant who distributed the Ticket or as published on the GFF’s website at https://gff.ge/under21/stadium-regulations/.
- Entrance to the Stadium shall be:
- subject to compliance with:
- these Terms and Conditions;
- the Stadium Rules;
- subject to compliance with:
- any sanitary measures or policies in place;
- all Applicable Laws (whether statutory or otherwise and including health and safety requirements and any sanitary measures in the context of COVID-19) governing access or presence at the Stadium, attendance at the Match, use of the Tickets, general safety certificate and any special safety certificate applying to the Stadium, issued by any authority that has jurisdiction or authority in relation to the holding of the Match at the Stadium; and
- authorised upon presentation of a valid Ticket per person (regardless of age) and, upon request, proof of identity with valid photograph and signature (passport or national identity card).
- Any breach of these Terms and Conditions by the Applicant, Successful Applicant and/or Ticket Holder (as applicable) shall result in the Ticket Holder being deemed a trespasser and shall give UEFA Parties and/or the GFF the right to eject said Ticket Holder from the relevant Stadium.
- Ticket Holders leaving the Stadium will not be re-admitted.
- Conduct at the Stadium
- For safety and security purposes, all persons attending the Match, if and when so requested by stewards, safety personnel and/or any other legally authorised persons representing the organiser of the Match, shall:
- produce a valid Ticket together with proof of identity with valid photograph and signature (passport or national identity card);
- submit to inspections, body checks and examinations – including through the use of technical aids – to ensure that they are not in possession of dangerous, prohibited or unauthorised items. Safety personnel, stewards or police shall be entitled to search any person’s clothing and their belongings; and
- comply with all instructions and guidelines issued by safety personnel, stewards and/or police and/or any other duly authorised persons at the Stadium;
- comply with all sanitary measures and policies in place at the Stadium and follow any and all instructions from safety personnel, stewards and/or police and/or any other duly authorised persons at the Stadium in relation to sanitary and hygiene measures; and
- be subject to additional safety controls inside the Stadium, as the case may arise.
- It shall be strictly forbidden inside the Stadium to express, to disseminate of any insulting, racist, xenophobic, sexist (relating to either men or women), religious, political or other illegal/prohibited messages, particularly discriminatory propaganda messages or being in possession of such material
- The Stadium Rules contain detailed lists of prohibited items and conduct and each Ticket Holder shall fully comply with any restrictions contained therein. Abbreviated versions of these Terms and Conditions and/or the Stadium Rules, or simple icons illustrating prohibited items or conduct, may also be included on the Ticket and must be fully complied with by the Ticket Holder.
- Without limitation, it is strictly forbidden to do any of the following inside the Stadium:
- occupy or access areas which are closed to the public or for which access is unauthorised in accordance with the relevant Ticket category held by the Ticket Holder;
- restrict or loiter in areas open to traffic, footpaths and roadways, entrances and exits to visitor areas and emergency exits;
- engage in any other conduct which may endanger any person at the Stadium; and/or
- any other conduct which is not authorised.
- Fans supporting the teams participating in the Match may not be segregated at the Stadium and each Ticket Holder will be required to behave responsibly and in line with the safety and security guidelines communicated by UEFA Parties, the GFF and/or the Stadium Owner.
- For safety and security purposes, all persons attending the Match, if and when so requested by stewards, safety personnel and/or any other legally authorised persons representing the organiser of the Match, shall:
- Sound and Image Recordings
- Ticket Holders attending the Match at the Stadium, acknowledge being informed that they may be photographed, filmed or taped by UEFA Parties, the GFF and/or the Stadium Owner, and/or any third parties appointed thereby, which shall have the right, in perpetuity or for the maximum term permitted under the Applicable Laws of the relevant Host Territory, to reasonably use, broadcast, publish and license, without any requirement for payment of money or other form of consideration, the Ticket Holder’s voice, image and likeness by means of live or recorded video and/or audio display, broadcast or other transmission or recording, photographs or any other current and/or future media technologies.
- Ticket Holders shall not collect, take, record and/or transmit any sound, image and/or description of the Stadium or the Match (as well as any result and/or statistics of the Match) other than for their exclusive, private and domestic use (which, for the avoidance of doubt and by way of example only, shall not include recording and/or transmitting any sound, image and/or description of the Stadium for any commercial purposes). It is strictly forbidden to disseminate over the Internet, radio, television or any other current and/or future media, any sound, picture, image, data, description, result and/or statistics of the Match in whole or in part, or to assist any other person(s) conducting such activities. Copyright, database rights and any other intellectual property rights in any unauthorised recording or transmission under this clause is assigned (by way of present assignment of future rights) to UEFA. Ticket Holders further agree (if and whenever required to do so by UEFA Parties) to promptly execute all instruments and do all things necessary to vest the right, title and interest in such rights to UEFA absolutely and free of all encumbrances and other charges.
- MISCELLANEOUS
- Liability
- In the event that UEFA Parties, the GFF and/or the Stadium Owner are in breach of their obligations (under these Terms and Conditions or otherwise), UEFA Parties, the GFF and/or the Stadium Owner shall only be responsible for such loss or damage suffered by the Ticket Holder which was reasonably foreseeable as a result of the breach. UEFA Parties, the GFF and/or the Stadium Owner shall not be responsible for any loss or damage that is not reasonably foreseeable or contemplated at the time the Applicant entered into a contract pursuant to these Terms and Conditions.
- Notwithstanding Article 1 and subject to Article 12.5, UEFA Parties, the GFF and/or the Stadium Owner is not liable for any business losses and UEFA Parties, the GFF and/or the Stadium Owner will have no liability to any Ticket Holder for any loss of profit, loss of business, business interruption, or loss of business opportunity.
- Subject to Article 5, in any event, to the maximum extent permitted by law, UEFA Parties, the GFF and/or the Stadium Owner hereby exclude any liability for loss, damage or injury to a Ticket Holder and/or their property, including (but not limited to) any indirect or consequential loss or damage, including (but not limited to) loss of enjoyment or travel or accommodation costs, regardless of whether the loss or damage: (a) would arise in the ordinary course of events; (b) is reasonably foreseeable; or (c) is in the contemplation of the parties, or otherwise.
- Subject to Article 5, UEFA Parties, the GFF and/or the Stadium Owner shall not be responsible for any interruptions and/or restrictions to the view of the Match caused by virtue of (i) the position of the seat and/or (ii) the actions of other spectators.
- Notwithstanding any provision in these Terms and Conditions, UEFA Parties, the GFF and/or the Stadium Owner does not seek to exclude or limit their liability: (a) for fraud or fraudulent misrepresentation; (b) for death or personal injury caused by UEFA Parties’, the GFF’s and/or the Stadium Owner’s negligence or the negligence of any of their officers, employees or agents; or (c) for any other matter for which it is not possible to exclude or limit liability by law.
- Nothing stated or implied in these Terms and Conditions will affect the Ticket Holder’s statutory rights.
- Unauthorised Spectators
- Ticket Holders are permitted to attend the Match provided that:
- they are not an Excluded Person;
- the Ticket has been obtained in accordance with these Terms and Conditions;
- they comply with any and all entry requirements and/or acknowledgements (including any epidemiological acknowledgements, if required) in the context of COVID-19, as notified to them by UEFA Parties and/or the GFF;
- where required, they have obtained a valid VISA from the Host Territory; and
- where the Ticket Holder travels to the Host Territory, they have complied with any requirements which are in place regarding entry into the Host Territory (including but not limited to any travel and entry requirements imposed under Applicable Laws and/or otherwise in the context of COVID-19).
- Ticket Holders are permitted to attend the Match provided that:
- Liability
For the avoidance of doubt, UEFA Parties, the GFF and/or the relevant Stadium Owner shall not be liable for any loss or damage suffered by a Ticket Holder should they fail to comply with the provisions of this Article 13.1 and/or, where required, fail to obtain the necessary documents.
- For the purpose of this Article 13, “Excluded Person” means:
- any person banned by the GFF from membership of the fan club for the national football team (or banned from any equivalent official supporters club by a football governing body in any jurisdiction in the World);
- any person subject to a football banning order pursuant to a conviction under the laws of the relevant Host Territory;
- any person banned by UEFA, FIFA, any football governing body or otherwise, from travelling to or attending an association football match;
- any person banned by UEFA, the GFF and/or the Stadium Owner from attending events at the Stadium;
- who is deemed by the participating teams in the Match to be a person to whom Tickets should not be allocated (including, but not limited to, persons who have been issued with a stadium ban by the respective participating teams);
- any person who is deemed by the relevant public authorities to be a person to whom Tickets should not be allocated for safety and security reasons; and
- any person who has breached or is in breach of these Terms and Conditions.
- Privacy
- By requesting Tickets, the Applicant:
- acknowledges and agrees that the personal data provided during the Ticket application process and the personal data of Ticket Holder(s) submitted pursuant to these Terms and Conditions will be entered into a database owned by the GFF for the purposes of the organisation and running of the Tournament and/or Match (in particular in connection with the Ticket sales and/or any relevant safety, security and/or sanitary measures), and
- warrants that they have obtained the consent of its Ticket Holder(s) for the processing of their data for the purposes specified in point a. above.
- The Applicant acknowledges that the GFF may transfer the Applicant’s personal data and the personal information of its Ticket Holder(s) to UEFA Parties, the Ticket Agent and/or the Stadium Owner (and their agents), for the purposes set out above. Furthermore, provided that the Applicant has specifically granted their consent during the Ticket application process, their personal data can be used to provide them with information on products, services, commercial activities and events of UEFA and/or its commercial partners.
- By requesting Tickets, the Applicant:
Personal data provided by the Applicant during the Ticket application process is stored and processed in accordance with the Ticket Agent’s ’s privacy policies. These policies can be found at https://gff.ge/ge/about/rules/confidentiality-policy
- By providing their personal information during the Ticket application process, each Applicant acknowledges and agrees, and shall ensure that their Ticket Holder(s) acknowledge and agree, that they have understood, accepted, and will comply with this Article 14.
- Unforeseen Circumstances
- UEFA Parties, the GFF and/or the Stadium Owner reserve the right to make alterations to the time, date and location of any Match and/or the Tournament due to unforeseen extraordinary circumstances: force majeure, safety and/or security reasons or other decisions (including in the context of COVID-19) made by any competent authority which have a major impact on any Match and/or the Tournament being played at the Stadium.
- In the event of cancellation, abandonment, postponement or replaying of any Match and/or the Tournament, or in the event of a change of venue, reduction of Stadium capacity or the playing of the relevant Match behind closed doors, the Successful Applicant will be bound by the Refund Policy adopted by the GFF.
- Subject to the foregoing and Article 12, UEFA Parties, the GFF and/or the Stadium Owner will not have any liability to the Successful Applicant or any Ticket Holder on account of any such cancellation, abandonment, postponement, replay reduction of Stadium capacity, change of venue or playing of the relevant Match behind closed doors or other failure or deficiency in the conduct of any Match and/or the Tournament.
- Severability and Amendment
- In case of any material changes to the Terms and Conditions (if necessary to ensure proper and safe staging of the Tournament), UEFA Parties and/or the GFF will notify each Ticket Holder (via the relevant Successful Applicant) of such material changes. The Ticket Holder will have the choice to consent to such changes or to refuse to accept the Ticket(s) (and if already in possession of the Ticket(s), return the Ticket(s) to the Successful Applicant) and thus not to be bound by the amended Terms and Conditions.
- Should any provisions of these Terms and Conditions be declared void, ineffective, illegal or unenforceable by any competent court, regulator or authority:
- the remainder of these Terms and Conditions shall remain in effect as if such void, ineffective, illegal or unenforceable provision(s) had not been included; and
- where required and/or permitted under Applicable Laws, the invalid provision shall be replaced with a provision, which closely approximates the economic purpose of such invalid provision.
- Authentic Text
- These Terms and Conditions have been drafted in the English language. Where these Terms and Conditions are translated, in the event of any discrepancy between the English and the translated version, the English version shall prevail.
- General
- The Ticket Holder consents to these Terms and Conditions by accepting the Ticket provided to them by the Successful Applicant.
- These Terms and Conditions constitute the entire agreement between the parties and no party shall have any claim or remedy in respect of any statement, representation, warranty or undertaking, made by or on behalf of any other party in relation to the Terms and Conditions which is not already set out in the Terms and Conditions.
- These Terms and Conditions are governed by the laws of Georgia. The parties agree that, save where precluded under any Applicable Laws, the courts of Georgia shall have exclusive jurisdiction, save that if the Successful Applicant is deemed to be a consumer for the purposes of any Applicable Laws, any proceedings arising out of or in respect of these Terms and Conditions can be brought in the courts of the place of residence of the domicile of such Successful Applicant.

Any information requests about the ticketing application process should be addressed to the Successful Applicant who distributed the relevant Ticket to the Ticket Holder.
The following terms govern the procedure for obtaining refunds in relation to Tickets for the matches played in Georgia for the Final Tournament of the 2021/2023 UEFA European Under-21 Championship. Capitalised terms shall have the meaning as defined in the Ticketing Terms and Conditions available at https://gff.ge/under21/en/terms-and-conditions/ or at such other URL as advised by the Georgian Football Federation.
In accordance with the Ticketing Terms and Conditions, the purchase of Ticket(s) constitutes a firm and non-revocable agreement to purchase and pay for such Ticket(s). Save as set out below, Tickets cannot be cancelled by the Applicant, Successful Applicant or Buyer (as applicable) for any reason whatsoever (including where the Applicant, Successful Applicant or Buyer (as applicable) or their Guest(s) is unable, or opts not, to attend the Match), and any refund request in such circumstances will be automatically rejected.
Refunds in relation to Tickets shall only be made in the circumstances, and in the manner, described below.
For the purposes of this refund policy, “Force Majeure” means any event affecting the Final Tournament of the 2021/2023 UEFA European Under-21 Championship, the relevant Match and/or the relevant Stadium arising from or attributable to acts, events, omissions or accidents which are beyond the reasonable control of UEFA and/or the Host Association including, without limitation, any strike or labour disturbance, fire, abnormally inclement climate conditions, flood, lightning, storm, explosion, earthquake, subsidence, structural damage, epidemic, pandemic or other natural physical disaster, riot, disease, civil commotion or armed conflict, war or (actual, anticipated or threatened) terrorist action.
Postponement of the Match
For the purposes of this refund policy, a Match is “postponed” if the Match does not, for any reason, ‘kick- off’ on the originally scheduled date and is instead re-scheduled by UEFA to a later date.
In the event of the postponement of the Match before entering the Stadium and in the event of the postponement of the Match before kick-off for any reason, the Ticket(s) will be valid for the rearranged playing of the Match. The Successful Applicant or Buyer (as applicable) shall be entitled to a refund equal to the amount of the face value of the Ticket(s) if the Successful Applicant or Buyer (as applicable) is unable to attend the rearranged playing of the Match.
For the purposes of this refund policy, a Match that does not, for any reason, ‘kick-off’ at the originally scheduled time but which nevertheless still ‘kicks-off’ on the originally scheduled date shall not be considered to be a “postponed” Match.
Cancellation of the Match
For the purposes of this refund policy, a Match is “cancelled” if the Match does not, for any reason following the determination of UEFA and/or the relevant state and/or local authorities, ‘kick-off’ on the originally scheduled date and is not re-scheduled by UEFA to a later date.
If the Match is cancelled, the Successful Applicant or Buyer (as applicable) shall be entitled to a refund of an amount equal to the face value of the Ticket(s).
Abandonment of the Match after kick-off
For the purposes of this refund policy, a Match is “abandoned” if the Match ‘kicks-off’ on the originally scheduled date but the relevant Match is not, for any reason, completed.
If the Match is abandoned and is re-scheduled by UEFA to a later date, the Ticket will be valid for the re- scheduled Match. The Successful Applicant or Buyer (as applicable) shall be entitled to a refund equal to the amount of the face value of the Ticket(s) if the Successful Applicant or Buyer (as applicable) is unable to attend the rearranged playing of the Match.
If the Match is abandoned and it is not re-scheduled by UEFA, the Successful Applicant or Buyer (as applicable) shall be entitled to request a refund in accordance with the following:
a) Where the decision for the abandonment was made for any reason of Force Majeure, the refund shall be a pro-rata amount of the face value of the Ticket which is equivalent to the period of time of the Match which was not played as a result of the abandonment; or
b) Where the decision for the abandonment was made for any reason other than Force Majeure, the refund shall be an amount equal to the face value of the Ticket.
Change of Venue
For the purposes of this refund policy, a “change of venue” shall occur if the Match is, for any reason, re- scheduled by UEFA to an alternative stadium compared to the scheduled venue at the time of purchase of the Ticket.
In the event of a change of venue:
a) If the Georgian Football Federation notifies the Successful Applicant or Buyer (as applicable) that their Ticket(s) is not valid for the re-scheduled venue for the Match (e.g., due to limitations of the replacement stadium), the Georgian Football Federation and UEFA shall not have any liability to the Successful Applicant or Buyer (as applicable) but the Georgian Football Federation shall issue the Successful Applicant or Buyer (as applicable) with a refund of an amount equal to the face value of the Ticket(s).
b) If the Georgian Football Federation notifies the Successful Applicant or Buyer (as applicable) that their Ticket(s) is valid for the re-scheduled venue for the Match then, the Successful Applicant or Buyer (as applicable) shall be entitled to: (i) use the Ticket(s) to attend the Match at the re-scheduled venue; or (ii) cancel their Ticket(s) and request a refund equal to the amount of the face value of the Ticket(s) if the Successful Applicant or Buyer (as applicable) is unable, or opts not, to attend the rearranged playing of the Match.
Reduction of Stadium Capacity
For the purposes of this refund policy, a “reduction of Stadium capacity” shall occur if the Stadium capacity is (i) in accordance with the laws of the country or city/district etc. in which the Match is to take place or (ii) following the determination of UEFA and/or the relevant government and/or local authorities, reduced after the sales of Tickets have taken place.
If the Georgian Football Federation notifies the Successful Applicant or Buyer (as applicable) that their Ticket(s) is not valid following a reduction of Stadium capacity, the Georgian Football Federation and UEFA shall not have any liability to the Successful Applicant or Buyer (as applicable) but the Georgian Football
Federation shall issue the Successful Applicant or Buyer (as applicable) with a refund of an amount equal to the face value of the Ticket(s).
Match is played behind closed doors
For the purposes of this refund policy, a “Match is played behind closed doors” if spectators are not permitted to attend the Match (i) in accordance with the laws of the country or city/district etc. in which the Match is to take place or (ii) following the determination of UEFA and/or the relevant state and/or local authorities, after the sales of Tickets have taken place.
If the Georgian Football Federation notifies the Successful Applicant or Buyer (as applicable) that their Ticket(s) is not valid due to the Match being played behind closed doors, the Georgian Football Federation and UEFA shall not have any liability to the Successful Applicant or Buyer (as applicable) but the Georgian Football Federation shall issue the Successful Applicant or Buyer (as applicable) with a refund of an amount equal to the face value of the Ticket(s).
Stadium entry for rearranged Matches
If, in the circumstances described above, Tickets are valid for re-scheduled Matches, entry to the Stadium for that Match shall only be permitted on presentation by the Ticket Holder of the relevant Ticket and shall be subject to compliance with any other arrangements announced by the Georgian Football Federation at the time.
Refund Procedures
If any of the above circumstances apply, then the Georgian Football Federation will announce: (i) the details of to whom and where refund applications should be sent; and (ii) any special instructions concerning refund applications and deadlines.
Requests for a refund under this Refund Policy can only be made by the Successful Applicant or Buyer (as applicable). Any request for a refund submitted by a third party will not be processed.
Refunds will be made through the same payment method as used to originally purchase the Tickets with no exceptions, save where the refund cannot be processed via the original payment method (e.g., due to the subsequent expiry or closure of the relevant bank account) in which case the refund will be made using alternative appropriate means to the person/entity stated on the relevant invoice. Please allow at least 30 days for refunds to be processed.
In each of the above circumstances, UEFA and the Georgian Football Federation shall not be liable for any amounts in excess of the face value of the Ticket including, for example, but without limitation, any accommodation/hotel and/or travel expenses.
Refunds will not be provided for any other circumstances not described in this policy (including, without limitation, where a Ticket Holder is ejected from the Stadium).
- INTRODUCTION
- Scope
The following Ticketing Terms and Conditions for the Final Tournament of the 2021/2023 UEFA European Under-21 Championship (the “Terms and Conditions”) are designed to ensure a fair, correct and efficient process for distribution and use of Tickets to the Final Tournament of the 2021/2023 UEFA European Under-21 Championship for the Matches held in Georgia. The distribution and use of such Tickets are subject to the following Terms and Conditions and any other applicable laws or regulations (as defined below under “Applicable Laws” and “Regulations”) pertaining to access and usage of the Stadium (as defined below).
- Definitions
Applicable Laws | all laws, statutes, common law, regulations, ordinances, codes, rules, guidelines, orders, permits, tariffs and approvals, including those relating to the environment, health and safety or sanitary measures (including any issued in the context of COVID-19), of any governmental or local authority that apply to the Applicant, Successful Applicant and/or Ticket Holder, or the subject matter of these Terms and Conditions. |
Applicant | the individual or entity applying for Tickets to the Tournament in accordance with these Terms and Conditions and the terms and conditions of the Ticket Agent. |
Application Form | the electronic form filled-in and submitted by an Applicant online via the Scout Ticketing Portal being the request of the Applicant to be allocated Ticket(s). |
Guest | an individual accompanying the Applicant to the Match to whom Tickets may be transferred by the Applicant in accordance with these Terms and Conditions. |
Host Association(s) | the following national football associations which are responsible for the organisation and staging of the Matches occurring in their Host Territory: a) Georgian Football Federation, with its registered office at 76a Ilia Chavchavadze Avenue, TbilisiGeorgia (“GFF”); and b) Romanian Football Federation, with its registered office at Strada Vasile Şerbănică 12, Sector 2, Bucureşti, România. For the avoidance of doubt, the Host Associations are deemed to be the “organiser” of the Matches and the Tournament under the applicable law. |
Host Territory(ies) | Georgia and Romania. |
Match(es) | any official match played as part of the Tournament. |
Notification | the email notification of acceptance by the Ticket Seller (via the Ticket Agent) of the Applicant’s offer to purchase and/or be allocated Tickets, with confirmation of the allocation of such Ticket(s) indicated as in the Notification, as sent by the Ticket Seller (via the Ticket Agent) to the email address provided by the Applicant in the Request. |
Purchase Price | the total purchase price for the Ticket(s) selected by the Applicant, inclusive of the shipping/delivery fee (if applicable) and all relevant taxes. |
Refund Policy | the refund policy as applicable from time to time which is available for review on the GFF’s and Ticket Agent’s website at www.gff.ge/under21 and www.tkt.ge. |
Regulations | means, without limitation, the terms of the following: |
– Stadium Rules; and/or | |
– UEFA and the Host Association’s statutes and regulations applicable for the Tournament and/or Match. | |
Request | the request by the Applicant, in the format required by the Ticket Seller, for Ticket(s). |
Scout Ticketing Portal | the internet platform of the Ticket Agent upon which the Applicant can complete the Application Form and make a Request. |
Stadium | the entire premises of the relevant Stadium at which the relevant Match is played and any other areas which require a Ticket (or other access device, if applicable) to gain access. |
Stadium Owner | the owner of the relevant Stadium and any operator or lessee of such Stadium. |
Stadium Rules | the Stadium Rules as applicable to the Match which can be accessed at: https://gff.ge/under21/en/terms-and-conditions/ |
Successful Applicant | any Applicant whose Request has been accepted by the Ticket Seller. |
Ticket(s) | the paper or electronic ticket held by the Ticket Holder which (subject to these Terms and Conditions) grants the Ticket Holder the right to attend the relevant Match and occupy a seat at the relevant Stadium as indicated on each such Ticket. |
Ticket Agent | LLC “Online Tickets” with its registered office at 3 Abashidze Str., Tbilisi, Georgia and VAT number 405097915 which has been appointed by the Ticket Seller to sell the Tickets on its behalf. |
Ticket Holder | any person who is in actual and legitimate possession of a Ticket including, without limitation, Successful Applicants and Guests (as applicable). |
Ticket Seller | the GFF who are the seller of the Tickets for the Matches taking place in their Host Territory. |
Tournament | the Final Tournament of the 2021/2023 UEFA European Under-21 Championship to be held from 21 June 2023 to 8July 2023, or on such other date(s) as notified by UEFA. |
UEFA | Union des associations européennes de football whose offices are located at Route de Genève 46, 1260 Nyon 2, Switzerland. |
UEFA Events SA | UEFA Events SA of Route de Genève 46, 1260 Nyon 2, Switzerland, a wholly owned subsidiary of UEFA. |
UEFA Parties | UEFA and UEFA Events SA. For the avoidance of doubt, UEFA Parties are not the seller of Tickets to the Tournament; the seller of Tickets is the Ticket Seller (as defined above). |
- ALLOCATION OF TICKETS
- General Rules
- For the purposes of these Terms and Conditions, the Ticket Seller is the seller of the Tickets and the Host Associations are the organiser of the Tournament and responsible for its staging. UEFA is the owner of the commercial rights in respect of the Tournament.
- Applicants may apply for the Ticket(s) in accordance with the instructions of UEFA Parties and/or the Ticket Seller and within the application deadlines communicated to the Applicants.
- Tickets will be available in one category as indicated on the Scout Ticketing Portal however the Ticket Seller and/or UEFA Parties reserve the right to relocate the Ticket Holders at the Stadium.
- In the Application Form, the Applicant is required to provide their surname, first name, organisation they represent and phone number. The Applicant is also required to upload the details of their scout identification document. In addition, the Applicant is required to provide the surname and first name of their Guest.
- The Applicant may request a maximum of two (2) Tickets per Match. The Applicant cannot make requests for Tickets for Matches which are played on the same day.
- Payment
- Payment for the Ticket(s) can be made by such methods indicated to the Applicant by the Ticket Seller (via the Ticket Agent).
- The Applicant’s bank will apply its own currency exchange rates (if applicable) and may levy additional fees or charges for payment of the Ticket(s). Applicants shall contact their respective payment bank before submitting a request for Tickets in order to enquire about their payment bank’s exchange rates, charges or fees. UEFA Parties, the Ticket Seller and the Ticket Agentshall not be responsible for any such exchange rates, fees or charges levied by Applicant’s payment bank in respect of payment for the Ticket(s).
- Offer Acceptance
- The agreement between the Ticket Seller and the Successful Applicant for the purchase of the Ticket(s) will be concluded (under these Terms and Conditions and the terms and conditions of the Ticket Agent) only after the:
- successful processing of the payment for the Ticket(s) indicated in the Request, in accordance with Article 3; and
- acceptance of the Applicant’s offer by the Ticket Seller by way of submission of the Notification to the Applicant.
- Successful Applicants are requested to review their Notification for any inaccuracies, in particular with regards to their Ticket(s) quantity, price, and category. Any inaccuracies must be immediately notified to the Ticket Seller, the Ticket Agent and/or UEFA Parties.
- The agreement between the Ticket Seller and the Successful Applicant for the purchase of the Ticket(s) will be concluded (under these Terms and Conditions and the terms and conditions of the Ticket Agent) only after the:
- Allocation of Tickets by the Applicant
- Each Ticket (including the relevant seating information of block, row and seat number) must be linked to an individual Ticket Holder.
- The Successful Applicant shall ensure that the Guest complies with these Terms and Conditions and the terms and conditions of the Ticket Agent.
- The Successful Applicant shall assume the risk of any Ticket loss, damage or late delivery, unless UEFA Parties, the GFF and/or the Ticket Agent can be proven to have acted with gross negligence or be at fault. Any Ticket loss shall be notified to UEFA Parties, the GFF and the Ticket Agent without delay. UEFA Parties and the GFF shall be entitled to disable the relevant Tickets immediately following receipt of such notification.
- Tickets shall remain the property of UEFA at all times.
- Distribution of Tickets
- Tickets will be distributed to the Successful Applicant by virtue of “print@home” e-tickets. Where Tickets are remitted in this manner, a duly printed hard copy of the e-ticket or presentation of such e-ticket on a mobile device must be physically presented by each Ticket Holder at the Stadium. It is the responsibility of the Ticket Holder to print such e-tickets or show such e-tickets on a mobile device at the Stadium and UEFA Parties, the GFF and the Ticket Agent shall be under no obligation to print such e-tickets for the Successful Applicant and/or Ticket Holder or to provide any alternative paper Ticket(s).
- Defective “e-tickets” Ticket(s) such as for example, with illegible printing or missing any part of the printed area of the Ticket, will be rejected at the entrance to the Stadium. UEFA Parties, the GFF, the Ticket Agent and the Stadium Owner shall not be responsible for defective, lost or stolen Ticket(s) and will accept no obligation to reprint or refund any such Ticket(s).
- USE OF TICKETS
- Prohibited Use of the Ticket(s)
- Except as expressly permitted in Article 8.2, any resale, transfer, offer or advertisement for resale or transfer of the Ticket(s) whether for free or for consideration, is strictly prohibited without the prior written approval of UEFA Parties (to be given at UEFA Parties’ sole discretion).
- Applicants shall be permitted to transfer the Ticket to their Guest provided that (jointly):
- the Applicant will attend the Match together with their Guest (unless otherwise permitted by UEFA Parties);
- each Guest(s) shall attend the Match and shall not resell or transfer their Ticket;
- the Tickets are for their personal use;
- such permitted transfer is free of any consideration; and
- Guests, by accepting the transfer of Tickets from the Applicant, agree to be subject to these Terms and Conditions.
- The Ticket(s) shall not be:
- used for any promotion, advertising, fundraising, auction, raffle or any other similar commercial or non-commercial purposes;
- used as a prize (or part of a prize) in any contest, competition, (promotional) game of chance, lottery or sweepstake;
- combined with and sold as part of any package of goods or services; or
- combined with and sold as part of any travel or hospitality package (for example combining flights, hotels and the Ticket(s)).
- Ticket Holders shall not:
- run any advertisements or promotions relating to UEFA Parties, the Tournament or the Matches;
- advertise, promote, give away, distribute, sell or offer for sale any product or service from any part of the Stadium or via the display of overt commercial messages on clothing worn or items brought into the Stadium; or
- exploit any marketing or promotional opportunities in relation to the Ticket(s).
- Prohibited Use of the Ticket(s)
- General Rules
For the avoidance of doubt, no branding, which may be aimed at promotional or marketing purposes whatsoever, may be displayed by any Ticket Holder at the Stadium.
- Ticket(s) acquired or used in breach of Article 8 and/or Article 13 of these Terms and Conditions shall be void and any person seeking to use such Ticket(s) will be deemed a trespasser and will be refused entry or be evicted from the Stadium with no right to a refund, and may be liable to further legal action. Any unauthorised sale or transfer of the Ticket(s) may be reported to the police.
- Any breach of these Terms and Conditions, any Applicable Laws and/or of any Regulations shall entitle UEFA Parties and/or the GFF to cancel and invalidate the Ticket and any other Tickets that have been purchased by and/or allocated to the Successful Applicant for the same or any other Match in Georgia with no right to a refund.
- Entrance to the Stadium
- Access to the Stadium will be permitted during such hours as specified in the Notification or as published on the GFF’s website at https://gff.ge/under21/stadium-regulations/.
- Entrance to the Stadium shall be:
- subject to compliance with:
- these Terms and Conditions;
- the Stadium Rules;
- subject to compliance with:
- any sanitary measures or policies in place;
- all Applicable Laws (whether statutory or otherwise and including health and safety requirements and any sanitary measures in the context of COVID-19) governing access or presence at the Stadium, attendance at the Match, use of the Tickets, general safety certificate and any special safety certificate applying to the Stadium, issued by any authority that has jurisdiction or authority in relation to the holding of the Match at the Stadium; and
- authorised upon presentation of a valid Ticket per person (regardless of age) and, upon request, proof of identity with valid photograph and signature (passport or national identity card).
- Any breach of these Terms and Conditions by the Applicant, Successful Applicant, Guest and/or Ticket Holder (as applicable) shall result in the Ticket Holder being deemed a trespasser and shall give UEFA Parties and/or the GFF the right to eject said Ticket Holder from the relevant Stadium.
- Ticket Holders leaving the Stadium will not be re-admitted.
- Conduct at the Stadium
- For safety and security purposes, all persons attending the Match, if and when so requested by stewards, safety personnel and/or any other legally authorised persons representing the organiser of the Match, shall:
- produce a valid Ticket together with proof of identity with valid photograph and signature (passport or national identity card);
- submit to inspections, body checks and examinations – including through the use of technical aids – to ensure that they are not in possession of dangerous, prohibited or unauthorised items. Safety personnel, stewards or police shall be entitled to search any person’s clothing and their belongings; and
- comply with all instructions and guidelines issued by safety personnel, stewards and/or police and/or any other duly authorised persons at the Stadium;
- comply with all sanitary measures and policies in place at the Stadium and follow any and all instructions from safety personnel, stewards and/or police and/or any other duly authorised persons at the Stadium in relation to sanitary and hygiene measures; and
- be subject to additional safety controls inside the Stadium, as the case may arise.
- It shall be strictly forbidden inside the Stadium to express, to disseminate of any insulting, racist, xenophobic, sexist (relating to either men or women), religious, political or other illegal/prohibited messages, particularly discriminatory propaganda messages or being in possession of such material
- The Stadium Rules contain detailed lists of prohibited items and conduct and each Ticket Holder shall fully comply with any restrictions contained therein. Abbreviated versions of these Terms and Conditions and/or the Stadium Rules, or simple icons illustrating prohibited items or conduct, may also be included on the Ticket and must be fully complied with by the Ticket Holder.
- Without limitation, it is strictly forbidden to do any of the following inside the Stadium:
- occupy or access areas which are closed to the public or for which access is unauthorised in accordance with the relevant Ticket category held by the Ticket Holder;
- restrict or loiter in areas open to traffic, footpaths and roadways, entrances and exits to visitor areas and emergency exits;
- engage in any other conduct which may endanger any person at the Stadium; and/or
- any other conduct which is not authorised.
- Fans supporting the teams participating in the Match may not be segregated at the Stadium and each Ticket Holder will be required to behave responsibly and in line with the safety and security guidelines communicated by UEFA Parties, the GFF and/or the Stadium Owner.
- For safety and security purposes, all persons attending the Match, if and when so requested by stewards, safety personnel and/or any other legally authorised persons representing the organiser of the Match, shall:
- Sound and Image Recordings
- Ticket Holders attending the Match at the Stadium, acknowledge being informed that they may be photographed, filmed or taped by UEFA Parties, the GFF and/or the Stadium Owner, and/or any third parties appointed thereby, which shall have the right, in perpetuity or for the maximum term permitted under the Applicable Laws of the relevant Host Territory, to reasonably use, broadcast, publish and license, without any requirement for payment of money or other form of consideration, the Ticket Holder’s voice, image and likeness by means of live or recorded video and/or audio display, broadcast or other transmission or recording, photographs or any other current and/or future media technologies.
- Ticket Holders shall not collect, take, record and/or transmit any sound, image and/or description of the Stadium or the Match (as well as any result and/or statistics of the Match) other than for their exclusive, private and domestic use (which, for the avoidance of doubt and by way of example only, shall not include recording and/or transmitting any sound, image and/or description of the Stadium for any commercial purposes). It is strictly forbidden to disseminate over the Internet, radio, television or any other current and/or future media, any sound, picture, image, data, description, result and/or statistics of the Match in whole or in part, or to assist any other person(s) conducting such activities. Copyright, database rights and any other intellectual property rights in any unauthorised recording or transmission under this clause is assigned (by way of present assignment of future rights) to UEFA. Ticket Holders further agree (if and whenever required to do so by UEFA Parties) to promptly execute all instruments and do all things necessary to vest the right, title and interest in such rights to UEFA absolutely and free of all encumbrances and other charges.
- MISCELLANEOUS
- Liability
- In the event that UEFA Parties, the GFF and/or the Stadium Owner are in breach of their obligations (under these Terms and Conditions or otherwise), UEFA Parties, the GFF and/or the Stadium Owner shall only be responsible for such loss or damage suffered by the Ticket Holder which was reasonably foreseeable as a result of the breach. UEFA Parties, the GFF and/or the Stadium Owner shall not be responsible for any loss or damage that is not reasonably foreseeable or contemplated at the time the Applicant entered into a contract pursuant to these Terms and Conditions.
- Notwithstanding Article 1 and subject to Article 12.5, UEFA Parties, the GFF and/or the Stadium Owner is not liable for any business losses and UEFA Parties, the GFF and/or the Stadium Owner will have no liability to any Ticket Holder for any loss of profit, loss of business, business interruption, or loss of business opportunity.
- Subject to Article 5, in any event, to the maximum extent permitted by law, UEFA Parties, the GFF and/or the Stadium Owner hereby exclude any liability for loss, damage or injury to a Ticket Holder and/or their property, including (but not limited to) any indirect or consequential loss or damage, including (but not limited to) loss of enjoyment or travel or accommodation costs, regardless of whether the loss or damage: (a) would arise in the ordinary course of events; (b) is reasonably foreseeable; or (c) is in the contemplation of the parties, or otherwise.
- Subject to Article 5, UEFA Parties, the GFF and/or the Stadium Owner shall not be responsible for any interruptions and/or restrictions to the view of the Match caused by virtue of (i) the position of the seat and/or (ii) the actions of other spectators.
- Notwithstanding any provision in these Terms and Conditions, UEFA Parties, the GFF and/or the Stadium Owner does not seek to exclude or limit their liability: (a) for fraud or fraudulent misrepresentation; (b) for death or personal injury caused by UEFA Parties’, the GFF’s and/or the Stadium Owner’s negligence or the negligence of any of their officers, employees or agents; or (c) for any other matter for which it is not possible to exclude or limit liability by law.
- Nothing stated or implied in these Terms and Conditions will affect the Ticket Holder’s statutory rights.
- Unauthorised Spectators
- Ticket Holders are permitted to attend the Match provided that:
- they are not an Excluded Person;
- the Ticket has been obtained in accordance with these Terms and Conditions;
- they comply with any and all entry requirements and/or acknowledgements (including any epidemiological acknowledgements, if required) in the context of COVID-19, as notified to them by UEFA Parties and/or the GFF;
- where required, they have obtained a valid VISA from the relevant Host Territory; and
- where the Ticket Holder travels to the relevant Host Territory, they have complied with any requirements which are in place regarding entry into the Host Territory (including but not limited to any travel and entry requirements imposed under Applicable Laws and/or otherwise in the context of COVID-19).
- Ticket Holders are permitted to attend the Match provided that:
- Liability
For the avoidance of doubt, UEFA Parties, the GFF, the Ticket Agent and/or the relevant Stadium Owner shall not be liable for any loss or damage suffered by a Ticket Holder should they fail to comply with the provisions of this Article 13.1 and/or, where required, fail to obtain the necessary documents.
- For the purpose of this Article 13, “Excluded Person” means:
- any person banned by the GFF from membership of the fan club for the national football team (or banned from any equivalent official supporters club by a football governing body in any jurisdiction in the World);
- any person subject to an administrative or judicial football ban under the laws of the relevant Host Territory;
- any person banned by UEFA, FIFA, any football governing body or otherwise, from travelling to or attending an association football match;
- any person banned by UEFA, the GFF and/or the Stadium Owner from attending events at the Stadium;
- who is deemed by the participating teams in the Match to be a person to whom Tickets should not be allocated (including, but not limited to, persons who have been issued with a stadium ban by the respective participating teams);
- any person who is deemed by the relevant public authorities to be a person to whom Tickets should not be allocated for safety and security reasons; and
- any person who has breached or is in breach of these Terms and Conditions.
- Privacy
- By requesting Tickets, the Applicant:
- acknowledges and agrees that the personal data provided during the Ticket application process and the personal data of Ticket Holder(s) submitted pursuant to these Terms and Conditions and the terms and conditions of the Ticket Agent will be entered into a database owned by the GFF for the purposes of the organisation and running of the Tournament and/or Match (in particular in connection with the Ticket sales and/or any relevant safety, security and/or sanitary measures), and
- warrants that they have obtained the consent of their Guest(s) for the processing of their data for the purposes specified in point a. above.
- The Applicant acknowledges that the GFF may transfer the Applicant’s personal data and the personal information of their Guest(s) to UEFA Parties, the Ticket Agent and/or the Stadium Owner (and their agents), for the purposes set out above.
- By requesting Tickets, the Applicant:
Personal data provided by the Applicant during the Ticket application process is stored and processed in accordance with the Ticket Agent’s ’s privacy policies. These policies can be found at https://tkt.ge/terms-conditions?culture=en
- By providing their personal information during the Ticket application process, each Applicant acknowledges and agrees, and shall ensure that their Guest acknowledges and agrees, that they have understood, accepted, and will comply with this Article 14.
- Unforeseen Circumstances
- UEFA Parties, the GFF and/or the Stadium Owner reserve the right to make alterations to the time, date and location of any Match and/or the Tournament due to unforeseen extraordinary circumstances: force majeure, safety and/or security reasons or other decisions (including in the context of COVID-19) made by any competent authority which have a major impact on any Match and/or the Tournament being played at the Stadium.
- In the event of cancellation, abandonment, postponement or replaying of any Match and/or the Tournament, or in the event of a change of venue, reduction of Stadium capacity or the playing of the relevant Match behind closed doors, the Successful Applicant will be bound by the Refund Policy adopted by the GFF.
- Subject to the foregoing and Article 12, UEFA Parties, the GFF and/or the Stadium Owner will not have any liability to the Successful Applicant or any Ticket Holder on account of any such cancellation, abandonment, postponement, replay reduction of Stadium capacity, change of venue or playing of the relevant Match behind closed doors or other failure or deficiency in the conduct of any Match and/or the Tournament.
- Severability and Amendment
- In case of any material changes to the Terms and Conditions (if necessary to ensure proper and safe staging of the Tournament), the GFF and/or the Ticket Agent will notify the Successful Buyer of such material changes. The Successful Buyer will have the choice to consent to such changes or to refuse to accept the Ticket(s) (and if already in possession of the Ticket(s), return the Ticket(s) to the GFF or the Ticket Agent and thus not to be bound by the amended Terms and Conditions.
- Should any provisions of these Terms and Conditions be declared void, ineffective, illegal or unenforceable by any competent court, regulator or authority:
- the remainder of these Terms and Conditions shall remain in effect as if such void, ineffective, illegal or unenforceable provision(s) had not been included; and
- where required and/or permitted under Applicable Laws, the invalid provision shall be replaced with a provision, which closely approximates the economic purpose of such invalid provision.

- These Terms and Conditions have been drafted in the English language. Where these Terms and Conditions are translated, in the event of any discrepancy between the English and the translated version, the English version shall prevail.
- General
- The Buyer consents to these Terms and Conditions on behalf of themselves and on behalf of their Guest (i.e. the Buyer shall ensure that their Guest understands, agrees with and will conform to the Terms and Conditions). If the Guest is under the age of 18 each Buyer confirms that they have received proper consent to these Terms and Conditions from the Guest(s)’s appropriate parent or guardian under the Applicable Laws of the relevant Host Territory.
- These Terms and Conditions and the terms and conditions of the Ticket Agent constitute the entire agreement between the parties and no party shall have any claim or remedy in respect of any statement, representation, warranty or undertaking, made by or on behalf of any other party in relation to these Terms and Conditions or the terms and conditions of the Ticket Agent which is not already set out in these Terms and Conditions or the terms and conditions of the Ticket Agent. In the event of any conflict between these Terms and Conditions and the terms and conditions of the Ticket Agent, these Terms and Conditions shall prevail.
- These Terms and Conditions are governed by the laws of Georgia. The parties agree that, save where precluded under any Applicable Laws, the courts of Georgia shall have exclusive jurisdiction, save that if the Successful Applicant is deemed to be a consumer for the purposes of any Applicable Laws, any proceedings arising out of or in respect of these Terms and Conditions can be brought in the courts of the place of residence of the domicile of such Successful Applicant.
1. Scope
These Stadium Rules, and any policies and procedures in place in respect of sanitary measures, apply to all ticket and/or accreditation holders who enter stadium premises used in connection with the UEFA European Under-21 Championship Georgia-Romania 2023 (hereinafter “UEFA Under 21 Championship Georgia- Romania 2023”), owned by Union of European Football Associations (hereinafter “UEFA”) and organised by the UEFA Under-21 Championship Georgia-Romania 2023 Host Associations, namely the Georgian Football Federation and Romanian Football Federation (hereinafter the “Host Association(s)”).
The stadium (hereinafter “Stadium”), as referred to in these Stadium Rules, includes all areas within the stadium premises and its immediate vicinity where a UEFA Under 21 Championship Georgia-Romania 2023 match will be played, is played or has been played, that are only accessible with a UEFA Under 21 Championship Georgia-Romania 2023 match ticket (hereinafter “Ticket”) and/or a UEFA Under 21 Championship Georgia-Romania 2023 accreditation (hereinafter “Accreditation”), including all entrances and exits.
These Stadium Rules and the Prohibited Item list shall, for the period during which a Ticket or Accreditation is needed to enter the Stadium, (subject to applicable laws and regulations and unless otherwise notified by UEFA) replace the stadium rules of the Stadium which governs other matches and/or events played and/or held at the Stadium during other periods.
The Stadium Rules shall be available on the official website of UEFA at www.uefa.com/U-21 and at the entrances to and inside the Stadium at all times during the enforcement period of the Stadium Rules.
In addition to these Stadium Rules, all persons shall comply with any Code of Conduct for Spectators or Code of Conduct for Accredited Persons (as applicable) which is in place for the UEFA Under 21 Championship Georgia-Romania 2023.
2. Entrance
2.1. Entrance to the Stadium shall only be authorised upon presentation of a valid Ticket and/or Accreditation for each individual person, regardless of age. The Ticket and/or Accreditation must be shown for inspection on entrance to, and inside, the Stadium at the request of any person appointed by UEFA and/or the relevant Host Association, or at the request of a police officer. If requested, proof of identity must be shown in the form of an official document. Failure to cooperate will result in access to the Stadium being denied or expulsion from the Stadium.
2.2. The validity and usability of Tickets and Accreditations shall be determined according to the relevant UEFA Under 21 Championship Georgia-Romania 2023 Ticket and Accreditation terms and conditions. Ticket and Accreditation holders may only enter the Stadium with a Ticket or Accreditation that is acquired/granted and used in compliance with such terms and conditions. Tickets and Accreditations that are acquired from unauthorised sources shall be invalid.
2.3. Ticket holders under the age of 16 shall only be authorised to enter the Stadium with an accompanying adult, who will be responsible for them. The accompanying adult must also hold a valid Ticket.
2.4. Disabled persons shall be able to reach accessible areas via entrances provided for this purpose by presenting a valid Ticket for disabled persons. Any accompanying person must also hold a valid Ticket. Proof of disability must be shown at the request of any person appointed by UEFA and/or the relevant Host Association.
2.5. The driving and parking of vehicles at the Stadium is only permitted with the special authorisation of UEFA and/or the relevant Host Association.
3. Personal controls
3.1. Every person entering the Stadium is obliged to show and, if requested, hand over for inspection their Ticket and/or Accreditation to a person appointed by UEFA and/or the relevant Host Association, or to a police officer.
3.2. Any person appointed by UEFA and/or the relevant Host Association, or a police officer, is entitled to examine – including through the use of technical aids – whether persons represent a risk of potential disruption to public order, in particular on the grounds that they have consumed alcohol or drugs or are in possession of weapons or other prohibited items. Any qualified person appointed by UEFA and/or the relevant Host Association, or a police officer, is entitled to search any person’s clothing andother items in their possession.
3.3. Prohibited items will be confiscated by a person appointed by UEFA and/or the relevant Host Association or must be left, when and if possible, at the bag deposit by their owner. Persons appointed by UEFA and/or the relevant Host Association have the right to refuse to store certain items at the bag deposit.
3.4. Any person who refuses to abide by the Stadium Rules or who represents a safety or security risk will be turned away and denied access to the Stadium, without prejudice to any other action which may be taken against such person.
3.5. Any person who makes unauthorised use of a Ticket or who is the subject of an applicable stadium ban will be denied access to the Stadium and must immediately return their Ticket to UEFA and/or the relevant Host Association (as instructed), in accordance with the Ticketing Terms and Conditions. Similar rules apply to any use of an Accreditation that is not compliant with the Accreditation Terms and Conditions.
4. Conduct inside the Stadium
4.1. All persons entering the Stadium must:
a) comply with any policies and procedures in place in respect of sanitary measures;
b) conduct themselves in such a way that they do not harm, injure, endanger or unnecessarily
obstruct or annoy others, or cause any damage;
c) follow the instructions of persons appointed by UEFA and/or the relevant Host Association, or the police, the fire brigade or other rescue services;
d) occupy the seat allocated to them as indicated on their Ticket and use the appropriate access routes. A person will be obliged to sit in a seat other than that indicated on their Ticket for safety or organisational/operational reasons if asked to do so by a person appointed by UEFA and/or the relevant Host Association, or a police officer.
4.2. It is forbidden to:
a) throw any kind of objects from the stands to the pitch level; and
b) enter the pitch from the stands
and any person violating these provisions may be subject to prosecution.
4.3. If a person becomes aware of any damage caused to any property, or any accident of any kind, such person should take immediate steps to inform a person appointed by UEFA and/or the relevant Host Association, or a police officer.
4.4. Access will be strictly limited to that which the holder of the Ticket, Accreditation and/or, if applicable, supplementary access device, is entitled to.
4.5. Further exceptional demands may be made in order to prevent, reduce or eliminate danger to life, health or property. Instructions issued by a person appointed by UEFA and/or the relevant Host Association, or a police officer, must be followed, and failure to cooperate may result in expulsion from the Stadium.
4.6. Rubbish and empty packaging must be placed in the bins and containers provided at the Stadium. Any arrangements for the separation of waste must be respected.
4.7. Smoking – including the use of e-cigarette products and heat not burn tobacco products – is prohibited in the Stadium, except, if permitted under applicable laws, within designated smoking areas.
5. Sound and image recordings and transmission
5.1. All persons attending the UEFA Under 21 Championship Georgia-Romania 2023 acknowledge being informed that they may be photographed, filmed or taped by UEFA and/or the relevant Host Association (and/or any third parties appointed thereby), which shall have the right, in perpetuity or for the maximum term permitted under applicable laws, to reasonably use, broadcast, publish and license, without any requirement for payment of money or other form of consideration, such person’s voice, image and likeness by means of live or recorded video and/or audio display, broadcast or other transmission or recording, photographs or any other current and/or future media technologies.
5.2. Persons attending the UEFA Under 21 Championship Georgia-Romania 2023 shall not collect, take, record, use or transmit over the internet, radio, television or any other current or future media, any sound, images, recordings or descriptions of the Stadium or the match (including any result, statistics, information or other data relating to the match, in whole or in part) –- or to assist any other person(s) conducting such activities –- other than for their exclusive private and domestic use.
6. Prohibited items and conduct
6.1. The following items must not be brought into the Stadium, unless authorised (as and when relevant) by UEFA and/or the relevant Host Association:
a) no bags larger than A4 (210 mm x 297 mm x 210 mm);
b) weapons of any kind or anything that could be adapted for use as a weapon or a projectile,
(including cane umbrellas). For the avoidance of doubt, a portable mobile phone charging device which is a similar size to or smaller than the phone itself, will not be considered as a projectile and will be permitted inside the Stadium;
c) bottles, jugs or cans of any kind, as well as other objects made from plastic, glass or any other fragile materials, except items required on duly evidenced medical grounds;
d) fireworks, flares, smoke powder, smoke bombs or other pyrotechnics;
e) gas spray cans, corrosive/flammable substances, dyes, or receptacles containing substances
which are harmful to health or highly flammable;
f) face coverings, including helmets, balaclavas and ski masks;
g) laser pointers;
h) drones;
i) food of any kind, except items required on duly evidenced medical grounds;
j) alcohol, drugs or other intoxicating or dangerous substances, except substances required on
duly evidenced medical grounds;
k) any insulting, racist, xenophobic, sexist, religious, political or other illegal/prohibited material,
including discriminatory propaganda material;
l) any promotional, commercial objects or materials, including banners, signs, symbols and
leaflets;
m) flexible flagpoles that exceed 1 (one) metre in length and 1 (one) cm in diameter;
n) banners or flags larger than 2.0 (two) x 1.5 (one and a half) metres. Smaller flags and banners
may be permitted, provided that they are made from materials which are deemed to be non- flammable, and which comply with local law requirements. All banners or flags larger than 2.0 (two) x 1.5 (one and a half) metres are only permitted with a written request confirmed by UEFA and/or the relevant Host Association;
o) electronically, mechanically or manually operated sound-emitting devices such as megaphones;
p) professional cameras and video cameras or other professional sound or video recording equipment, it being understood that cameras, video cameras and other sound or video recording equipment may be brought to the Stadium for private use and shall be accepted as such by UEFA and/or the relevant Host Association;
q) all devices used for the purposes of transmitting or disseminating any content in breach of Clause 5.2; and
r) animals, except for guide and/or assistance dogs (provided that such guide and/or assistance dogs are permitted to enter the Stadium under applicable laws).
In the event of any doubt regarding any object brought to the Stadium, the relevant person appointed by UEFA and/or the relevant Host Association is responsible for deciding which objects are prohibited or permitted in accordance with the Stadium Rules.
6.2. It is strictly forbidden to do any of the following inside the Stadium:
a) throw objects or liquids of any kind, particularly in the direction of another person or in the direction of the area around the pitch or the pitch itself;
b) start a fire, or let off or launch fireworks, flares or other pyrotechnics;
c) express or disseminate insulting, racist, xenophobic, sexist, religious, political or other
illegal/prohibited messages, particularly discriminatory propaganda messages;
d) act in a way which may be interpreted by others as dangerous, provocative, threatening,
discriminatory or offensive;
e) sell goods or tickets, distribute material (including printed material) or any objects, hold collections or carry out other promotional or commercial activities without prior written authorisation from UEFA and/or the relevant Host Association, as applicable;
f) climb on, or over, structures and installations not expressly intended for that purpose;
g) write, paint on, or affix anything to, structural elements, installations or pathways;
h) relieve oneself anywhere other than in the toilets, or litter the Stadium by discarding objects
such as rubbish, packaging or empty containers;
i) stand on seats in the spectator areas;
j) disguise or camouflage oneself (in particular the face) in a way that hinders recognition;
k) unless otherwise authorised by UEFA and/or the relevant Host Association, access areas (e.g.
function rooms or VIP and media areas) which are closed to the public or for which access is limited to holders of a specific Ticket, Accreditation and/or, when relevant, supplementary access device, if the person in question is not entitled to access such areas;
l) unless otherwise authorised by UEFA and/or the relevant Host Association, restrict or loiter in areas open to traffic, footpaths and roadways, entrances and exits to visitor areas and emergency exits;
m) unless otherwise authorised by UEFA and/or the relevant Host Association, enter the pitch or the area around the pitch; and
n) any other conduct which is considered as unsafe and which is prohibited by the security staff at the Stadium.
The above list is not exhaustive and all persons shall comply with the instructions of safety and security staff at the Stadium in relation to their conduct.
7. Breach of Stadium Rules
Subject to any applicable laws, any breach of the Stadium Rules may result in the following penalties being imposed:

expulsion from the Stadium and a possible report being made to the police;
the banning of the offender from the Stadium for part or all of the duration of the UEFA Under 21 Championship Georgia-Romania 2023 in accordance with the Accreditation Terms and Conditions or the Ticketing Terms and Conditions (as applicable);
the cancellation and invalidation, without refund, of the Ticket and any other Tickets that have been purchased or obtained by the offending person for the UEFA Under 21 Championship Georgia-Romania 2023, in accordance with the Ticketing Terms and Conditions;
the provision, in accordance with applicable laws, of the offender’s personal information to relevant national football associations and/or the police so that appropriate measures can be taken (e.g., national stadium bans);
the initiation of legal proceedings by UEFA and/or the relevant Host Association, or any other authorised persons or entities; and/or
penalties or remedies in compliance with applicable laws.

8. Video surveillance
To ensure the safety of the public, the Stadium is equipped with a video surveillance system controlled by the relevant Host Association, police officers or private security officers, images from which are likely to be used in the event of legal proceedings. A right of access is provided for in compliance with local law.
9. Liability
Within the limits imposed by applicable laws, persons entering the Stadium acknowledge that they do so at their own risk and that they may be liable for damage or loss resulting from their actions in the Stadium.
10. Severability and amendments
10.1. Should any provisions of the Stadium Rules be declared void, ineffective or unenforceable by any competent court, the remainder of the Stadium Rules shall remain in effect, as if those void, ineffective or unenforceable provisions had not existed.
10.2. UEFA and the Host Associations reserve the right to make reasonable amendments to the Stadium Rules from time to time, the latest and effective version of which shall be available on the UEFA official website at www.uefa.com/U-21.
11. Authentic text
The Stadium Rules have been drafted in English and translated into Georgian and Romanian. In the event of any discrepancy between the texts, the English text shall prevail.
12. Applicable law and jurisdiction
12.1. The Stadium Rules shall be governed by and interpreted in accordance with the laws of the country in which the relevant Match takes place.
12.2. All disputes arising from or related to the Stadium Rules shall be submitted to the competent court in the country in which the relevant Match takes place.
